Actul normativ se afl\u0103, \u00eenc\u0103 \u015fi de peste jum\u0103tate de an, \u00een sertarele birocra\u0163iei. Din diverse motive, observ\u0103m c\u0103 legea votat\u0103 de Parlament \u00ee\u015fi g\u0103se\u015fte loc lunar pe lista de am\u00e2n\u0103ri a Cur\u0163ii Constitu\u0163ionale.<\/p>\n<p style=\"text-align: justify;\">\nDocumentul votat \u00een Parlament este, totu\u015fi, unul important pentru industria de transport \u015fi pentru mobilitatea rom\u00e2nilor.&nbsp; De ce este at\u00e2t de important\u0103 aceast\u0103 lege? Prin m\u0103surile propuse \u015fi votate \u00een luna mai 2023 se dorea crearea unui mediu concuren\u0163ial s\u0103n\u0103tos \u00een transportul cu autocare \u015fi microbuze, cu reguli clare \u015fi siguran\u0163\u0103 sporit\u0103 pentru c\u0103l\u0103tori. \u00cen lipsa deciziei CCR ne afl\u0103m \u00eentr-un vid legislativ, care nu face dec\u00e2t s\u0103 prelungeasc\u0103 monopolul unor companii de transport \u015fi s\u0103 lase autocarele s\u0103 \u00eemb\u0103tr\u00e2neasc\u0103 pe str\u0103zi, f\u0103r\u0103 o presiune legal\u0103 pentru investi\u0163ii \u00een vehicule noi \u015fi mai pu\u0163in poluante.<\/p>\n<p style=\"text-align: justify;\">\n\u00cen ace\u015fti &nbsp;10 ani de c\u00e2nd luarea unor decizii privind transportul de persoane \u00eent\u00e2rzie, licen\u0163ele au fost prelungite automat, f\u0103r\u0103 criterii clare \u015fi f\u0103r\u0103 a permite concuren\u0163a \u00een aceast\u0103 pia\u0163\u0103, de\u015fi problema a fost sesizat\u0103 de Consiliul Concuren\u0163ei de multe ori \u00een ultimii ani.&nbsp;<\/p>\n<p style=\"text-align: justify;\">\nAvertismentele Consiliului Concuren\u0163ei au trecut neobservate \u015fi, \u00een lipsa unei legi, pentru a nu bloca pia\u0163a de transport de persoane, \u00een continuare vedem c\u0103 Ministerul Transporturilor a venit cu o nou\u0103 am\u00e2nare de prelungire a valabilit\u0103\u0163ii licen\u0163elor \u015fi programelor de transport rutier cu \u00eenc\u0103 6 luni, p\u00e2n\u0103 la finele lunii iunie 2024. Argumentul este unul bine cunoscut &#8211; expirarea licen\u0163elor ar bloca deplasarea c\u0103l\u0103torilor \u015fi ar afecta drepturile constitu\u0163ionale, iar prelungirea este necesar\u0103 pentru a preveni practicile ilicite.<\/p>\n<p style=\"text-align: justify;\">\nEfectele bloc\u0103rii pie\u0163ei s-ar vedea \u015fi \u00een bugetul de stat care ar putea fi afectat de neplata taxelor \u015fi impozitelor aferente activit\u0103\u0163ilor de transport de persoane, \u00een condi\u0163iile \u00een care operatorii ar func\u0163iona f\u0103r\u0103 licen\u0163e de traseu. Prejudicii vom vedea nu doar \u00een r\u00e2ndul c\u0103l\u0103torilor, ci \u015fi la nivelul \u00eentregii economii.<\/p>\n<p style=\"text-align: justify;\">\nDe 10 ani transportul de persoane a\u015fteapt\u0103 o \u00eemprosp\u0103tare a cadrului legal, care s\u0103 aduc\u0103 \u015fi \u00een Rom\u00e2nia o pia\u0163\u0103 deschis\u0103 \u015fi concuren\u0163ial\u0103, o pia\u0163\u0103 \u00een care investi\u0163iile s\u0103 devin\u0103 obi\u015fnuin\u0163\u0103 \u015fi nu doar excep\u0163ie, \u00een care companiile s\u0103 fie tot mai performante pentru a-\u015fi c\u00e2\u015ftiga clien\u0163ii prin calitate, siguran\u0163\u0103 \u015fi confort.<\/p>\n<p style=\"text-align: justify;\">\nPrimul semn pentru o schimbare ar putea veni pe 30 ianuarie 2024, la noul termen \u00eenaintat de CCR pentru analiza Legii de Transport votat\u0103 \u00een mai 2023.
