Doar 30% din universit\u0103\u0163ile publice au reglementat \u00eenv\u0103\u0163\u0103m\u00e2ntul mixt"},"content":{"rendered":"<p>\n30% dintre universit\u0103\u0163ile de stat au anun\u0163at public integrarea unei componente de activitate \u00een regim online pentru ciclurile de masterat \u015fi doctorat, \u00een timp ce pentru programele de licen\u0163\u0103 doar circa 15% din 53 de universit\u0103\u0163i permit desf\u0103\u015furarea activit\u0103\u0163ii didactice \u00een format mixt, arat\u0103 ANOSR.<\/p>\n<p>\nAlian\u0163a Na\u0163ional\u0103 a Organiza\u0163iilor Studen\u0163e\u015fti din Rom\u00e2nia (ANOSR) constat\u0103, cu dezam\u0103gire, reticen\u0163a universit\u0103\u0163ilor fa\u0163\u0103 de organizarea unor consult\u0103ri ample cu comunitatea universitar\u0103 pentru a identifica cu precizie programele de studiu specifice unde componenta de \u00eenv\u0103\u0163\u0103m\u00e2nt mixt ar fi fost benefic\u0103, respectiv programele pentru care \u00eenv\u0103\u0163\u0103m\u00e2ntul clasic r\u0103m\u00e2ne op\u0163iunea preferat\u0103 de studen\u0163i \u015fi cadre didactice, \u00een contextul \u00eenceperii primului an universitar \u00een care \u00eenv\u0103\u0163\u0103m\u00e2ntul mixt este reglementat prin Legea educa\u0163iei na\u0163ionale.<\/p>\n<p>\n\u00cen luna mai a acestui an a fost adoptat\u0103 Ordonan\u0163a de Urgen\u0163\u0103 nr. 69\/2022, care specific\u0103 faptul c\u0103 \u201eunele activit\u0103\u0163i de \u00eenv\u0103\u0163\u0103m\u00e2nt \u015fi\/sau de cercetare din cadrul formei de \u00eenv\u0103\u0163\u0103m\u00e2nt cu frecven\u0163\u0103 se pot desf\u0103\u015fura prin utilizarea unor resurse electronice, informatice \u015fi de comunica\u0163ii sincrone specifice prev\u0103zute \u00een standardele de calitate elaborate \u015fi aprobate de ARACIS\u201d, acestea fiind reglementate ulterior \u00een func\u0163ie de ciclul de studii, domeniul \u015fi tipul de activitate (\u00eenv\u0103\u0163are-predare sau aplica\u0163ie practic\u0103 \u015fi cercetare).<\/p>\n<p>Cu toate c\u0103 perioada pandemic\u0103 a condus la o tranzi\u0163ie for\u0163at\u0103 a activit\u0103\u0163ii didactice \u00een mediul online \u015fi c\u0103 \u00een multe cazuri digitalizarea s-a realizat la o calitate precar\u0103, au existat \u015fi exemple de bune practici care ar putea fi preluate \u015fi valorificate de c\u0103tre universit\u0103\u0163i.<\/p>\n<p>\nContextul pandemic a constituit o oportunitate de adaptare la tendin\u0163ele interna\u0163ionale, prin prisma accesibiliz\u0103rii resurselor educa\u0163ionale, prin optimizarea competen\u0163elor digitale ale studen\u0163ilor \u015fi cadrelor didactice, precum \u015fi prin eficientizarea anumitor procese administrative, de predare \u015fi de comunicare, transmite ANOSR \u00eentr-un comunicat.<\/p>\n<p>\u00cen urma celor doi ani de \u00eenv\u0103\u0163\u0103m\u00e2nt \u00een sistem online, hibrid sau mixt, a\u015fteptarea noastr\u0103 era s\u0103 observ\u0103m o schimbare de paradigm\u0103, const\u00e2nd \u00een flexibilizarea \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u015fi \u00een optimizarea instrumentelor \u015fi tehnicilor digitale de \u00eenv\u0103\u0163are-predare.<\/p>\n<p>\nCu toate acestea, dup\u0103 parcurgerea hot\u0103r\u00e2rilor senatelor universitare, adoptate ulterior elabor\u0103rii standardelor specifice de c\u0103tre ARACIS, am remarcat c\u0103 doar 30% dintre universit\u0103\u0163ile de stat au anun\u0163at \u00een mod public integrarea unei componente de activitate \u00een regim online pentru ciclurile de masterat \u015fi doctorat, \u00een timp ce pentru programele de licen\u0163\u0103 doar circa 15% din 53 de universit\u0103\u0163i permit desf\u0103\u015furarea activit\u0103\u0163ii didactice \u00een format mixt. Totodat\u0103, am constatat cu indignare c\u0103 aproximativ 20% dintre universit\u0103\u0163i nu au adoptat o hot\u0103r\u00e2re \u00een acest sens sau nu ofer\u0103 acces la astfel documente de interes public, studen\u0163ii nefiind informa\u0163i \u00een mod formal cu privire la modalitatea de desf\u0103\u015furare a activit\u0103\u0163ii didactice.<\/p>\n<p>\u201eMai mult dec\u00e2t at\u00e2t, consider\u0103m inadmisibil\u0103 tardivitatea adopt\u0103rii acestor decizii, \u00een s\u0103pt\u0103m\u00e2na premerg\u0103toare deschiderii anului universitar sau chiar \u00een ultima zi lucr\u0103toare dinaintea acestui moment. Semnal\u0103m necesitatea de a exista predictibilitate \u00een procesul educa\u0163ional \u015fi reiter\u0103m faptul c\u0103 \u00eenv\u0103\u0163\u0103m\u00e2ntul ar trebui s\u0103 fie centrat pe studen\u0163i \u015fi nevoile acestora. Din p\u0103cate, \u00een unele cazuri, activitatea didactic\u0103 \u00een format online a fost programat\u0103 pentru lunile de iarn\u0103, din considerente de economisire a energiei termice, iar nu datorit\u0103 specificului activit\u0103\u0163ii didactice sau a nevoilor transmise de c\u0103tre studen\u0163i. Un alt aspect extrem de \u00eengrijor\u0103tor este faptul c\u0103 exist\u0103 universit\u0103\u0163i care nu au organizat nicio dezbatere sau consultare cu comunitatea universitar\u0103, decizia fiind luat\u0103 tacit sau asociat\u0103 cu o extindere a hot\u0103r\u00e2rii privind modalitatea de desf\u0103\u015furare a activit\u0103\u0163ii didactice din semestrul al doilea al anului universitar anterior\u201d, adaug\u0103 sursa citat\u0103.<\/p>\n<p>\n\u00centr-o not\u0103 contrastant\u0103, anun\u0163urile privind festivit\u0103\u0163ile de deschidere au constituit o prioritate \u00een ceea ce prive\u015fte vizibilitatea, at\u00e2t pe site-urile universit\u0103\u0163ilor, c\u00e2t \u015fi pe re\u0163elele social media, p\u0103r\u00e2nd s\u0103 eclipseze de departe necesitatea inform\u0103rii studen\u0163ilor cu privire la modalitatea de desf\u0103\u015furare a unui \u00eentreg semestru sau an universitar, nu doar a primei zi.<\/p>\n<p>\n\u00cen acest context, ANOSR subliniaz\u0103 necesitatea unor consult\u0103ri ample cu studen\u0163ii \u015fi cu \u00eentreaga comunitate universitar\u0103, astfel \u00eenc\u00e2t s\u0103 existe o dezbatere real\u0103 cu privire la poten\u0163ialele beneficii aduse de \u00eenv\u0103\u0163\u0103m\u00e2ntul mixt \u015fi la modalitatea de reglementare a acestuia \u00een func\u0163ie de specificul fiec\u0103rui program de studiu.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>30% dintre universit\u0103\u0163ile de stat au anun\u0163at public integrarea unei componente de activitate \u00een regim online pentru ciclurile de masterat \u015fi doctorat, \u00een timp ce pentru programele de licen\u0163\u0103 doar circa 15% din 53 de universit\u0103\u0163i permit desf\u0103\u015furarea activit\u0103\u0163ii didactice \u00een format mixt, arat\u0103 ANOSR.
