{"id":122066,"date":"2015-05-18T16:47:27","date_gmt":"2015-05-18T16:47:27","guid":{"rendered":"https:\/\/bm.dev.synology.me\/?p=122066"},"modified":"2015-05-18T16:47:27","modified_gmt":"2015-05-18T16:47:27","slug":"cinci-universitati-din-romania-cer-un-nou-pact-pentru-educatie-pentru-perioada-2015-2020","status":"publish","type":"post","link":"https:\/\/bm.dev.synology.me\/?p=122066","title":{"rendered":"Cinci universit\u0103\u0163i din Rom\u00e2nia cer un nou pact pentru educa\u0163ie pentru perioada 2015-2020"},"content":{"rendered":"<p>\nPotrivit unui comunicat transmis de Universitatea de Vest din Timi\u015foara, cinci universit\u0103\u0163i de top din Rom\u00e2nia &#8211; Universitatea din Bucure\u015fti, Universitatea &#8220;Alexandru Ioan Cuza\u201d din Ia\u015fi, Academia de Studii Economice din Bucure\u015fti, Universitatea Babe\u015f-Bolyai din Cluj-Napoca \u015fi Universitatea de Vest din Timi\u015foara &#8211; au semnat, la sf\u00e2r\u015fitul s\u0103pt\u0103m\u00e2nii trecute, la Timi\u015foara, o rezolu\u0163ie, \u00een cadrul unui moment festiv.<\/p>\n<p>\n\u201d<strong>Dup\u0103 25 de ani de schimb\u0103ri permanente \u00een \u00eenv\u0103\u0163\u0103m\u00e2ntul rom\u00e2nesc, \u00een care mai mult de 20 de mini\u015ftri ai educa\u0163iei au abordat \u00een mod diferit politica \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u015fi a cercet\u0103rii \u015ftiin\u0163ifice, Consor\u0163iul Universitaria consider\u0103 c\u0103 este necesar\u0103 o perspectiv\u0103 coerent\u0103 asupra dezvolt\u0103rii acestui domeniu esen\u0163ial pentru progresul societ\u0103\u0163ii<\/strong>. Observ\u00e2nd incoeren\u0163a \u015fi impredictibilitatea sistemului de \u00eenv\u0103\u0163\u0103m\u00e2nt superior prin abord\u0103ri top-down, Consor\u0163iul propune o coordonare de tip bottom-up, care s\u0103 reflecte evolu\u0163iile \u00eenregistrate deja \u00een universit\u0103\u0163i. <strong>Propunerile incluse \u00een rezolu\u0163ia de fa\u0163\u0103 ar trebui acceptate de orice guvern, pentru a asigura continuitate, stabilitate \u015fi predictibilitate \u00een dezvoltarea \u00eenv\u0103\u0163\u0103m\u00e2ntului superior din Rom\u00e2nia.<\/strong> Consider\u0103m imperativ\u0103 ideea unui nou pact pentru educa\u0163ie (pentru perioada 2015-2020) care s\u0103 reia \u015fi s\u0103 extind\u0103 liniile de ac\u0163iune enun\u0163ate \u00een pactul precedent care a fost semnat \u00een 2008\u201d, se arat\u0103 \u00een comunicat.<\/p>\n<p>\nPotrivit sursei citate, produc\u0163ia \u015ftiin\u0163ific\u0103 a celor cinci universit\u0103\u0163i semnatare ale rezolu\u0163iei reprezint\u0103 34% din num\u0103rul total al articolelor prezente \u00een Scopus \u00een ultimii doi ani, respectiv 44% din articolele din Rom\u00e2nia prezente \u00een ISI Web of Science.<\/p>\n<p>\nUniversit\u0103\u0163ile membre ale Consor\u0163iului preg\u0103tesc peste 125.000 de studen\u0163i, reprezent\u00e2nd 28% din totalul studen\u0163ilor \u00eenmatricula\u0163i \u00een \u00eenv\u0103\u0163\u0103m\u00e2nt superior public.<\/p>\n<p>\nStructural, pe cele trei cicluri de studii universitare, Consor\u0163iul Universitaria reprezint\u0103 26% din totalul studen\u0163ilor cuprin\u015fi \u00een programele de licen\u0163\u0103, 34% din totalul studen\u0163ilor din programele de master, 30% din totalul studen\u0163ilor din programele de studii doctorale.<\/p>\n<p>\n\u201dAnaliza unor documente relev\u0103 o serie de probleme structurale \u015fi func\u0163ionale ale \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u015fi cercet\u0103rii: subfinan\u0163area cronic\u0103 a \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u015fi reducerea finan\u0163\u0103rii pe baza criteriilor de performan\u0163\u0103; absen\u0163a unei clasific\u0103ri \u015fi ierarhiz\u0103ri actualizate a institu\u0163iilor de \u00eenv\u0103\u0163\u0103m\u00e2nt superior \u015fi a programelor de studii \u015fi absen\u0163a stimulentelor pentru excelen\u0163\u0103 academic\u0103 \u015fi \u00eembun\u0103t\u0103\u0163irea performan\u0163elor institu\u0163iilor de \u00eenv\u0103\u0163\u0103m\u00e2nt superior; inexisten\u0163a unor op\u0163iuni de angajare competitive cu mediul privat, ceea ce creeaz\u0103 dificult\u0103\u0163i insurmontabile pentru recrutarea personalului didactic \u015fi de cercetare \u00een domeniul matematicii \u015fi \u015ftiin\u0163elor naturii; ratele mari de abandon at\u00e2t \u00een \u00eenv\u0103\u0163\u0103m\u00e2ntul preuniversitar, c\u00e2t \u015fi \u00een cel universitar; declinul constant al num\u0103rului de studen\u0163i at\u00e2t din cauze demografice, c\u00e2t \u015fi din cauza mediului institu\u0163ional \u015fi economic general; acest fenomen negativ nu este compensat prin cre\u015fterea calit\u0103\u0163ii educa\u0163iei \u015fi cercet\u0103rii universitare; nivelul sc\u0103zut de interna\u0163ionalizare a \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u00een ansamblu \u015fi a majorit\u0103\u0163ii cov\u00e2r\u015fitoare a programelor de studii, ceea ce reflect\u0103 constr\u00e2ngerile legislative, slaba recunoa\u015ftere interna\u0163ional\u0103 a mediului academic rom\u00e2nesc \u015fi precaritatea poten\u0163ialului financiar\u201d, se arat\u0103 \u00een comunicat.<\/p>\n<p>\nDe asemenea, printre problemele cu care se confrunt\u0103 mediul universitar mai sunt enumerate:<strong> inadecvarea con\u0163inuturilor unor programe de studii la cerin\u0163ele pie\u0163ei muncii; pierderea unui poten\u0163ial uman valoros din cauza absen\u0163ei unor politici coerente de sprijin al celor cu nevoi speciale; sc\u0103derea credibilit\u0103\u0163ii institu\u0163iilor de \u00eenv\u0103\u0163\u0103m\u00e2nt superior din cauza abord\u0103rii superficiale a multiplelor cazuri de plagiat, corup\u0163ie academic\u0103, incompatibilit\u0103\u0163i <\/strong>etc. \u015fi diminuarea relevan\u0163ei diplomelor universitare; rigiditatea \u015fi anchilozarea \u00eenv\u0103\u0163\u0103m\u00e2ntului superior rom\u00e2nesc determinate de suprareglementare, centralism birocratic \u015fi pseudoautonomie; absen\u0163a predictibilit\u0103\u0163ii \u015fi continuit\u0103\u0163ii \u00een dezvoltarea \u00eenv\u0103\u0163\u0103m\u00e2ntului superior \u015fi a cercet\u0103rii din cauza incoeren\u0163ei legislative \u015fi a frecventelor m\u0103suri administrative f\u0103r\u0103 justific\u0103ri temeinice.<\/p>\n<p>\n\u201d\u00cenv\u0103\u0163\u0103m\u00e2ntul superior \u015fi cercetarea \u015ftiin\u0163ific\u0103 pot avea un rol decisiv \u00een dezvoltarea economico-social\u0103 a \u0163\u0103rii, prin reconstruc\u0163ia institu\u0163ional\u0103, diferen\u0163ierea universit\u0103\u0163ilor, promovarea excelen\u0163ei individuale, stimularea performan\u0163elor academice \u015fi \u00eent\u0103rirea principiilor fundamentale ale autonomiei institu\u0163ionale \u015fi competi\u0163iei efective a ideilor.
