Explicatia consta, continua Marin, in faptul ca ponderea in care directorii de resurse umane sunt principalii decidenti in ceea ce priveste politica de personal este de sub 40%.<\/p>\n<p>\u00a0<\/p>\n<p>Acest fapt arata ca functiunea de <strong>resurse umane<\/strong> este perceputa de catre top management ca avand mai degraba un rol de executant decat de partener strategic care contribuie la dezvoltarea pe termen lung a organizatiei. Astfel, doar un director de resurse umane din trei este membru al comitetului executiv al companiei.<\/p>\n<p>\u00a0<\/p>\n<p>Rolul relativ pasiv al decidentilor de <strong>resurse umane<\/strong> este confirmat si de faptul ca una din doua firme functioneaza fara buget sau nu a bugetat activitati de dezvoltare a resurselor umane. Cele mai mari cheltuteli vin insa pentru recrutare si training.
